Until the rational team updates their developer ID with Apple, you'll have to open Security and Privacy and Allow Any Applications (on the General tab)

When I tried installing Rational Plan I get an error stating Rational Plan-Single is damaged and can't be opened. You should move it to the trash. I installed and opened the same file on another Mac running Lion and it's fine. Something is wrong on Mountain Lion

Anywhere
You will still be prompted to run the application as you were in previous versions of OSX
