It's an iOS version of an app Andre Michelle originally developed in Flash (web-based version here: http://lab.andre-michelle.com/pulsate).

Version 1.02 fixes the iOS 5 issues and returns the app to fully-functional status. As of version 1.02, Pulsate requires iOS 5.
Version 1.0 had problems with iOS 5. Audio and settings worked the circles themselves could not be seen, making using the app quite difficult and taking a lot of the fun out of it.
