I did some packet captures, and I could observe that the native Cisco IPSec VPN of Snow Leopard only supports UDP, not TCP. In Snow Leopard, the only solution to connect to VPN termination device configured to use only TCP is the Cisco VPN Client.

I haven't testet it in Lion, and I won’t install Lion as long as I am not sure that the Cisco VPN Client is going to work on Lion.

In 99% of the cases, I have no influence whatsoever on the configuration of the VPN termination device (whatever it is), and if it is configured to do only IPSec over TCP, Lion is just unable to connect to it.

As I can read here, Microsoft authentication may also be a problem, although I didn’t encounter it yet.
